DO NOTHING except "express extreme disappointment."   Many things it could do.   Pull student visas for VN students in U.S.    Close U.S. embassy and consulate first two days of week.  Put large photos of Xuan, Dung....and Tran Thi Nga....and  Nguyen Ngoc Nhu Quynh....on embassy fence.    It is very distasteful to belong to such a gutless country.
