Tư lệnh Hải Quân Pháp: “Luật biển” quốc tế bị đe dọa tại Biển Đông - Mai Vân

Vào lúc Trung Quốc vừa lên tiếng cảnh cáo Mỹ phải dừng việc phô trương sức mạnh tại Biển Đông, phát biểu tại Ấn Độ vào hôm 18/11/2019, đô đốc Christophe Prazuck, tư lệnh Hải Quân Pháp đã cho rằng “luật biển quốc tế” đang bị đe dọa ở Biển Đông, và điều đó đã thúc đẩy Pháp “thường xuyên đến Biển Đông” vì muốn cổ vũ cho quyền tự do hàng hải.
Phát biểu tại New Delhi về chiến lược Ấn Độ-Thái Bình Dương của Pháp, tư lệnh Hải Quân Pháp khẳng định rằng trong tư cách là một quốc gia có vùng đặc quyền kinh tế lớn thứ hai trên thế giới, nước Pháp không thể lơ là vùng Biển Đông khi luật biển quốc tế bị đe dọa.

Đô đốc Prazuck thừa nhận rằng Trung Quốc đang bành trướng sự hiện diện quân sự trong khu vực, nhưng Pháp cũng là một tác nhân có quyết tâm phát huy một trật tự trên cơ sở tôn trọng luật lệ quốc tế tại vùng Biển Đông.

Đối với đô đốc Pháp: “Hải Quân Trung Quốc không hề che giấu tham vọng toàn cầu của họ”.

Theo hãng tin Ấn Độ PTI, tư lệnh Hải Quân Pháp đã giải thích thêm về các hoạt động của chiến hạm Pháp trong khu vực: “Có nhiều cách hành xử khác nhau ở Biển Đông. Trước hết, tại sao chúng tôi lại đến đó 6, 7 lần trong năm? Đó là vì luật quốc tế về biển bị đe dọa trong khu vực đó của thế giới. Chúng tôi không muốn can dự vào các tình hình khu vực liên quan đến các đảo, nhưng chúng tôi đến đó và sẽ tiếp tục bằng hành động của mình, hậu thuẫn cho quyền tự do hàng hải.”

Tóm lại, đối với đô đốc Prazuk, dù nước Pháp ở xa Biển Đông, nhưng rõ ràng vùng Ấn Độ-Thái Bình Dương là một ưu tiên của Pháp. Hải Quân Pháp, theo ông, đang tiến tới việc cùng phối hợp với Hải Quân Ấn Độ để tuần tra chung kể từ năm tới 2020.

Questions & Answers_Bill Laurie

Will be speaking to college VN class this week.  They've already submitted 17 questions, answers to which I've since emailed back to their instructor, a USAF VN veteran with history Ph.D.  The presentation will touch on some of these topics and issues but will include much more than contained in these answers.  Here are the questions and answers..... 1. What do you feel the television media effects were on not only the soldiers, but the Vietnamese people as well? It's arguable that television/media coverage had little direct effect on troops, and less so on Viet Namese people, because they didn't see much of it.  It had a huge cumulative indirect effect on both because "news"(?), shallow and biased as it was, did effect people in U.S., both amongst general public and elected officials and decision makers.  The effect was detrimental.
